Put those two numbers together: in the worst case, a pixel spends the entire frame period still changing color, which means the next frame begins before the last transition has finished. Motion can therefore still show trailing and smear that a spec-sheet reader would never expect from "1 ms at 1000 Hz."

This is why display researchers treat GtG (transition time) and visible motion blur as different things. The distinction comes from Blur Busters founder Mark Rejhon, whose testing methodology much of the high-refresh industry references:

GtG represents how long it takes for a pixel to change between two colors. MPRT represents how long a pixel is continuously visible.

LG's answer to residual blur is Motion Blur Reduction Pro (MBR Pro), a backlight-strobing mode that shortens how long each frame stays visible.
